Parameters:

values - double[][]; the values of the entries in the new Relative Immutable Double DimensionlessMatrix

unit - U; the unit of the new Relative Immutable Double DimensionlessMatrix

storageType - the data type to use (e.g., DENSE or SPARSE)

ValueException - when values is null
